This seminar will address all the aspects noted below in sufficient detail to alert you to possible issues and help suggest training strategies.
· The Honest Leadership and Open Government Act of 2007 ("HLOGA") significantly changed legal requirements for organizations employing lobbyists or retaining outside lobbyists.
· Federal reporting requirements have increased and there are new gift and travel restrictions as well as new compliance certification requirements (with substantial fines and possible criminal penalties for knowing or willful noncompliance).
· Very large corporations often have enhanced compliance systems with active law department and government affairs collaboration. Mid-sized and smaller corporations may not have substantial in-house expertise and may even be unaware of how much HLOGA and new Congressional ethics requirements have changed the rules for lobbying and contacts with federal legislative and executive branch officials.
· Also, official guidance documents have been issued and many practical lessons learned during this first year the new law and rules have been in effect.
· This program will offer guidance on the new federal lobbying disclosure form as well as what training is needed to ensure full compliance before certification.
