In April 2002 Tracy was appointed U.S. Magistrate Judge for the Southern District of Texas.

Tracy graduated, cum laude, from Vanderbilt University in Nashville, Tennessee in 1987 where she received a B.A. in mathematics and philosophy.  She received her J.D. in 1990 from Vanderbilt University School of Law and served as an associate editor of the Vanderbilt Journal of Transnational Law while in school.  After graduating from law school, Tracy served as a judicial law clerk for the Honorable Ricardo H.
