McKenna Long & Aldridge LLP Welcomes Back Phillip Carter To Its Top Tier Government Contracts Practice

Washington, DC (January 15, 2010) - Phillip Carter is returning full time to McKenna Long & Aldridge LLP (MLA) as an associate after more than two successful years of service to the Obama campaign and Administration.  During the presidential campaign, he served as a policy adviser, and later as the National Veterans Director. Most recently, Mr. Carter served as Deputy Assistant Secretary of Defense for Detainee Affairs in the Administration.

Prior to his work with the Obama Administration, Mr. Carter’s practiced law in all aspects of government contracting and national security law.  Upon his return to MLA later this month, he will continue to concentrate on a wide range of compliance issues, internal investigations and voluntary disclosures, including inquiries into alleged fraud, defective pricing, construction defects, export control violations, and criminal activity. 

Prior to joining MLA in 2004, Mr. Carter served as an officer in the United States Army, including nine years of active and reserve service with military police and civil affairs units.  Between 2005 and 2006, he took a leave of absence from MLA in order to deploy to Iraq with the Army's 101st Airborne Division, where he acted as a key adviser to the fledgling Iraqi police force and court system in the city of Baquba.

Since returning from service in Iraq, Mr. Carter has contributed numerous articles on law and national security to Slate, the New York Times, the Los Angeles Times, and The Washington Monthly, among other publications.  He has also been featured on national television discussing legal and military affairs on CNN, MSNBC, National Public Radio, and PBS' Jim Lehrer NewsHour

As a leading advocate for veterans, Mr. Carter co-founded the Iraq and Afghanistan Veterans of America, and played a central role in the organization’s efforts to fully fund veterans health care, increase funding for Post Traumatic Stress Disorder and Traumatic Brain Injuries, and pass a new GI Bill. 

Mr. Carter was a recipient of the National Law Journal’s “Top 40 Under 40,” for 2009, an award honoring 40 young attorneys in various areas of law.  He received his B.A. cum laude, as well as his J.D., from UCLA.
