McKenna Long & Aldridge LLP has announced John A. Howell as the newest member of the firm's Government Contracts Department. As a Government Contracts partner based in the firm's Washington, DC office, Mr. Howell will focus his practice in the areas of government contracts law, construction law, national security and defense procurement law and commercial contracting.
Mr. Howell is a frequent lecturer and author on procurement-related topics. His practice covers the entire spectrum of government contracts law including:
* contract formation and administration
* claims and protest activity
* litigation
* procurement fraud investigations
* commercial products and services contracting (special emphasis)
* biodefense and healthcare contracting
* patent and data rights
* proposal preparation
* technology transfer
* procurement of telecommunications and information technology
* export controls
* homeland security
* Iraqi reconstruction contracting
In addition to his federal procurement practice, Mr. Howell also represents clients in matters relating to grants, cooperative agreements and state and local public contracts. He is a co-chair of the Commercial Products and Services Committee of the American Bar Association's Section of Public Contract Law and is a charter member of the Board of Advisors for the Coalition for Government Procurement. Additionally, he serves as an associate editor of the Public Contract Law Journal and is a faculty member of The George Washington University Law School Government Contracts Program.
