Welcome & Overview: The Current CBRN Threat Including Infectious Diseases There is growing realization in Washington that our nation is unprepared for a CBRN or public health catastrophe, whether man-made or naturally occurring. While current efforts of the federal government are being diverted to responding to the challenges arising from Katrina, the lessons learned from this tragic event will serve to reinforce the urgency for countermeasures that mitigate the public health impact caused by a bioterrorist attack or a flu pandemic, which likely could occur on a far greater scale. This concern is felt even by President Bush — his summer reading included Flu: The Story of the Great Influenza Pandemic of 1918 and the Search for the Virus That Caused It.

Federal Funding Opportunities Finding the appropriate funding avenue for technologies that range from sensors and diagnostics to broad-spectrum antivirals and DNA vaccines, all at various stages of development, can be a complex road. Learn the elements you and your company need to understand to navigate this road and bring your technologies to market. In presenting the first rule, "Know thy customer," opportunities offered by different federal customers will be discussed, including program priorities and requirements, general evaluation criteria and review processes. Those who have "been there and done that" will share their experiences and tips about preparing a successful proposal. Finally, the responsibilities associated with accepting federal funding will be addressed.

Biodefense Financing: Venture Capital and Other Sources The development of a new biotech drug or therapy requires years of research and testing and hundreds of millions of dollars. Venture capital funding is often not an option, but a necessity in bringing a product to market. VCs will learn about the unique opportunities that are available to those investing in the leading-edge biodefense market. However, venture capital alone will not successfully sustain the biodefense industry. On the front end, federal funding opportunities need to be available to biotechs to fund research and development to support early proof-of-concept. At the back end, the federal government, as the customer, needs to take measures that prove persuasive to companies that biodefense programs are not too risky from a market opportunity standpoint. Learn how to avoid canceling biodefense projects due to funding pitfalls and understand how the commingling of resources through a mixture of venture capitalist investors and federal funding can work to bring innovative products to market.

BioShield I: Its Successes and Shortcomings While BioShield I has come under some justified criticism, it has also been the cause for successful federal procurements and is serving as a building block from which the biodefense industry has been launched. Learn how the law is helping companies win lucrative contracts, and how its shortcomings are pointing the way toward a new, improved statute.

BioShield II: Opening Up New Opportunities New BioShield II legislation is steadily working its way through Congress, and promises to deliver greater incentives and positive results for investment in biodefense programs. BioShield II reforms are wide-ranging, and include broadening the scope to infectious disease and detection technologies, establishing new liability protections, initiating procurement reforms, and creating a single federal office to implement BioShield programs.
