PROFILE

Jeffrey is a litigation associate in the Washington, D.C. office.  He has litigated a diverse range of matters before federal courts and administrative agencies.  While Jeffrey’s practice focuses on appellate and federal regulatory matters, he also has experience in product liability litigation, civil investigations, insurance defense, and FOIA disputes.  In addition, he is a member of MLA’s pro bono committee and is active in the area of national security law and policy. 

Representative matters: 

  • Secured export license for Fortune 600 Company in action involving U.S. Department of Treasury.

  • Managed all aspects of governmental investigation of client, including written responses to Civil Investigative Demand, production of documents, and negotiations with opposing counsel.
      
  • Developed initial draft of ABA policy, in conjunction with MLA partner, on state secrets privilege, which prevents disclosure of state secrets during the course of civil litigation.

Jeffrey is a graduate of the Georgetown University Law Center.  During law school, he served as the Article Selection Editor for the Georgetown Immigration Law Journal, volunteered at the Catholic Community Services’ Legal Network, and interned for the United States Attorney’s Office (D.C.), Appellate Division. He also participated in a clinical program where he successfully represented an asylum seeker in the United States Immigration Court in Baltimore, Maryland. 

Prior to law school, Jeffrey worked at the U.S. Department of Justice, Antitrust Division.  He earned a B.A., cum laude, in Government and Environmental Studies from Bowdoin College.
