PROFILE

Summer Martin concentrates her practice in the area of health care law, including regulatory and litigation matters. Her areas of expertise include representation of public and private health care facilities, providers, suppliers and manufacturers, as well as managed care organizations. She regularly advises clients on the structuring of business ventures, acquisitions and dispositions of health care facilities and businesses, professional services agreements, reimbursement matters, and privacy and confidentiality matters. She also counsels health care facilities on various matters relating to their medical research programs and Institutional Review Boards.

Summer has handled a wide range of litigation matters including complex multi-district RICO class action litigation involving managed care organizations, ERISA litigation relating to employee welfare benefit plans, and insurance regulatory matters. She also represents health care providers in False Claim Act litigation, reimbursement issues, and other health care litigation matters.

Summer has assisted a variety of health care facilities, providers and government contractors in the establishment and implementation of compliance programs, including assessments of compliance with regulatory standards. She has also assisted various health care facilities and providers respond to governmental investigations, subpoenas and False Claim Act actions.

Summer  has published several articles relating to various fraud and abuse matters, the confidentiality of medical records and medical research. Summer has also spoken at various educational programs and professional and trade group meetings on a variety of health care topics, including the confidentiality of medical records, medical research and managed care litigation.
