PROFILE

Jeff Winton is a partner in the Washington, DC office, where he focuses his practice on all aspects of international trade law.  Since 1985, Jeff has represented clients from around the world in more than three dozen U.S. antidumping cases, and in numerous countervailing duty and safeguards proceedings.  He has also assisted clients in successfully responding to antidumping and countervailing duty investigations brought in other countries.

Jeff has counseled foreign governments on drafting trade remedy legislation, reviewed U.S. legislation to ensure its consistency with international obligations, and advised governments on multilateral trade negotiations.  He was part of the team that served as lead counsel to the Mexican government in the NAFTA negotiations, and he has also represented governments and private companies in WTO dispute-settlement proceedings.

In addition, Jeff has assisted clients with proceedings under U.S. Customs laws, and in proceedings to seek or maintain benefits under the U.S. generalized system of preferences.  He has represented clients in “Section 337” intellectual property actions before the U.S. International Trade Commission, and in U.S. federal court litigation defending foreign entities against claims under U.S. antitrust laws.

Prior to joining the firm, Jeff successfully launched international trade practices at two international law firms, and helped to establish a Washington, DC office for a New York based international law firm.

Representative Matters

  • Representing a U.S. company in the successful defense of the first antidumping case brought by China against the United States after China joined the WTO.
  • Acting as legal counsel and appearing before panels on behalf of a foreign government in multiple WTO dispute settlement proceedings, including proceedings involving trade remedy actions by the United States, Korea, and Japan.
  • Representing non-U.S. agricultural producers in various antidumping actions, with results including the negotiation of a suspension agreement settling one case, and two successive victories at the preliminary injury investigation stage.
  • Defending Japanese and German producers of large custom-made machines in cases focusing on the unique dumping analysis and cost calculations for such products.
  • Assisting companies from China, Korea, Japan, Mexico, the United States, Canada, Argentina, Venezuela, France, Germany, Belgium, Italy, Kazakhstan, and Russia in U.S. trade remedy proceedings.
  • Representing the Chinese industry and counseling the Chinese government in the first four U.S. textile safeguard actions under China’s WTO accession agreement.
