PROFILE

Penny Cobey concentrates her practice on real estate development and public-private partnerships. She has experience in project development and structuring, complex design and construction contracts, insurance and land use. She advises clients such as condominium developers, redevelopment agencies, shopping center developers and government contractors on a variety of other issues including state and local bidding and procurement and claims review and analysis. She also supports litigators in assessing and briefing construction disputes. 

Recently, Penny served the Los Angeles Unified School District as senior construction counsel to the largest public building project in the United States, charged with delivering approximately 180 schools over a six-year period. Her responsibilities in the $20 billion program included providing solutions to legal issues posed by the District’s development of new schools through partnership with the private sector. 

Penny was recruited to California in 1998 by the J. Paul Getty Trust. She served as the principal legal advisor to the director of the Getty Museum and also advised the Getty’s senior management as to the renovation and construction of the Getty Villa in Malibu, a $200 million project. She counseled management on intellectual property, employment, contract and real estate issues and managed over 20 outside counsel within the United States and internationally. In addition, Penny served as Secretary and legal advisor to the Board of Trustees. 

Before joining the Getty, Penny was a partner at the Boston law firm of Hill & Barlow, which represented over 150 architectural and engineering clients as well as major developers throughout New England.

Prior to law school, Penny was a Research Associate and case writer in marketing for Harvard Business School.
