PROFILE

Chris Bouquet is an attorney in McKenna Long & Aldridge's Washington, DC office. He joined the firm in 1994.

Mr. Bouquet counsels clients and litigates in the area of government contracts, with particular emphasis on cost accounting and the civil False Claims Act and biodefense contracts.

Since joining the firm, Mr. Bouquet has counseled a variety of businesses on government contracting. His advice has concerned a variety of issues, including the cost accounting regulations, contract claims, teaming agreements, subcontracting, non-disclosure agreements, representations and certifications, commercial item contracting, foreign content regulations, intellectual property rights and small business contracting programs. His advice concerning the federal cost accounting regulations has covered topics such as requirements for submission of cost or pricing data, pension costs, home office expenses, legal costs, relocation costs, tax refunds, termination costs, independent research and development costs and general and administrative costs.

Mr. Bouquet has extensive experience with conducting internal investigations and preparing legal research on civil False Claims Act cases, several of which concerned the cost accounting regulations.

Mr. Bouquet also drafted successful briefs in a major purchase price adjustment dispute involving accounting for nearly $50 million in assets and liabilities, served on a team litigating the government's liability for over $165 million in pension costs and served on a team successfully litigating the largest government contract default termination case in history. In the default termination case, he engaged in extensive factual discovery and analysis on schedule and manufacturing issues, including taking and defending depositions of government and contractor technical personnel.

Mr. Bouquet has co-authored published articles on civil False Claims Act damages, opportunities for high technology partnerships with the federal government, outsourcing of federal jobs to the private sector and the Project BioShield Act.

Prior to joining MLA, Mr. Bouquet was Director of Government Operations for a McLean , Virginia project scheduling and management consulting firm. He was responsible for contract administration and proposal development.
