David Ginsberg is a Government Contracts associate in the Los Angeles office. His focus includes the False Claims Act, claims preparation and research, dispute resolution, analysis and counseling on cost accounting standards and federal and state bid protests. While David practices primarily in the area of Government Contracts his experience also includes work in Environmental Litigation.
In addition, David has significant work experience in conducting internal investigations for Fortune 100 companies. In this capacity he has worked closely with clients in developing numerous large scale internal investigations dealing with a variety of Government Contracts issues, including quality control, construction defects, false claims, procurement integrity, and contract compliance (including design specifications and military specification issues.)
David also has extensive experience defending companies in CERCLA environmental allocation proceedings. In this capacity, he drafted various pre-trial briefs and motions. David also recently represented a client in a four- day federal court trial in the Central District of California.
He has also appeared before the Comptroller General of the General Accounting Office, the Armed Services Board of Contract Appeals, and the U.S. Court of Appeals for the Ninth Circuit, as well as participating in mediation and arbitration proceedings.
Prior to joining the firm, David externed for the Honorable Ruggero J. Aldisert of the United States Court of Appeals for the Third Circuit. He was also a paralegal specialist with the United States Securities & Exchange Commission in Los Angeles.
David graduated from Pepperdine University School of Law where he was a member of Pepperdine Dispute Resolution Journal editorial board. He received a B.A. in History from the University of California, Santa Barbara, where he graduated with honors.
