PROFILE

Phillip Carter is an associate in McKenna Long & Aldridge's New York City Office, where he is a member of the firm’s national Government Contracts practice group. He also practices in the areas of international law and litigation.

Phillip has broad experience in government contracts law and national security law.  He has negotiated teaming agreements and subcontracts for multi-million dollar ventures; he has also developed proposals for large multiple award contracts including the Navy’s Seaport-E program and the GSA Schedule.  He has counseled clients on myriad compliance issues including Buy American Act, export controls, and SBA and DOD preferences for small business and veteran-owned businesses.  Phillip has conducted large internal investigations and voluntary disclosures for clients, including inquires into potential fraud, defective pricing, construction defects, export control violations, and criminal activity.  His national security practice also includes appellate work in the landmark cases FAIR vs. Rumsfeld and Hamdan vs. Rumsfeld, in which he authored amicus briefs.

Phillip contributes articles on law and national security to Slate, the New York Times, the Los Angeles Times, and The Washington Monthly, among other publications. He has been featured as an expert in many newspapers and magazines, and has also appeared as an expert discussing legal or military affairs on CNN, MSNBC, National Public Radio, and PBS' Jim Lehrer NewsHour

Prior to joining McKenna Long & Aldridge, Phillip served as an officer in the United States Army, including nine years of active and reserve service with military police and civil affairs units. In 2005-06, he deployed to Iraq with the Army's 101st Airborne Division where he served as an adviser to the Iraqi police.
