Phillip Seckman is a member of the firm's government contracts department and counsels clients concerning a wide range of government and commercial contract matters, including contract formation, cost and pricing, and the assessment and presentation of complex contract claims to government contracting officers. Phil also has experience litigating disputes in various federal and state courts, as well as federal government contract administrative boards. This experience includes numerous procurement protests before the Government Accountability Office, dispositive motions practice before the Armed Services Board of Contract Appeals, the organization and presentation of high value contract claims before the Armed Services Board of Contract Appeals, the resolution of a range of discovery disputes, as well as the negotiation and settlement of claims prior to trial.
Before joining the firm, Phil interned as a law clerk for a Fortune 500 Technology firm and later for a multinational engineering and construction firm. During his time as a law clerk, Phil drafted a company process manual outlining steps for the enforcement and protection of copyrighted material against infringement outside the United States, the globalization of statements of work, and helped create a business process to aid contract negotiators in protecting technical data rights under the FAR and DFARS.
Phil graduated from the University of Denver College of Law and served on the board of editors of the Denver Journal of International Law & Policy.
