PROFILE

Kathleen O’Connor is a member of the Public Policy and Regulatory Affairs practice in New York and Albany.  With a concentration in administrative and regulatory law, she provides regular advice and counsel to clients interfacing with state agencies. 

In the energy field, Kathleen has represented clients before the New York State Public Service Commission in various capacities including rate cases, divesture of nuclear power plants, and mediation regarding the sale and purchase of various types of assets within the purview of regulated utilities.  She advised clients in the regulated utility field on various issues related to their business, including economic development and environmental issues.  Her environmental work includes every aspect of environmental assessment and permitting work for projects of all sizes, such as mining and retail developments.

Kathleen regularly assists clients in developing and implementing strategies to achieve their public policy objectives, including drafting and monitoring legislation.  She appears before executive and agency levels of government to negotiate settlements, contracts and mediated outcomes for many commercial clients and projects.

Kathleen served as a law clerk to the Honorable Thomas J. Meskill of the United States Court of Appeals for the Second Circuit from 1998 to 1999 after graduating from Fordham Law School. She has appeared for clients and argued in the Southern District of New York.

Kathleen’s government experience includes serving as Deputy Legal Counsel to Governor John G. Rowland in Connecticut and Assistant to the Counsel for Governor George E. Pataki. Kathleen has served as Governor Rell’s representative on the Connecticut Energy Advisory Board and formally served as the Chairperson of the Judicial Selection Commission for the State of Connecticut.

She is a Trustee at the Wadsworth Atheneum, which is the nation’s oldest art museum.
