Base Realignment and Closure (BRAC)
In BRAC matters, the McKenna Long & Aldridge LLP Military Bases and Communities team is active in representing the private sector in acquiring and developing properties that have been closed through BRAC rounds and is advising local redevelopment authorities and local governments who are working through the BRAC process. This includes successfully resolving issues as to property transfer and associated environmental issues.

We are engaged on behalf of a private sector purchaser of a large portion of this base, including issues as to the method of transfer, the remediation of environmental contamination, road and utilities easements and ongoing land use agreements, negotiation and documentation with the Army, environmental regulators and the LRA..
Lone Star Army Ammunition Plant, Texarkana, Texas

MCAS Tustin, Tustin, California
MLA is BRAC counsel to a California state educational entity that has acquired a significant portion of the Tustin base as to ongoing redevelopment as impacted by BRAC.
Fort Gillem, Forest Park, Georgia
MLA represents Forest Park Development Partners, LLC, the Master Developer selected by the LRA to be the Master Developer in the redevelopment of this 1400 acre army base.
Fort McPherson, Atlanta, Georgia
On the Fort McPherson base closure, MLA participated on the team engaged to undertake the visioning phase of the redevelopment plan and the team selected to prepare the business plan.
NAS Brunswick, Brunswick, Maine and Topsham, Maine
MLA represented the housing contractor that has long-term ground leases on a significant portion of the base and owns the family housing located on the property. We have been engaged in addressing a matter arising for the first time, which is the closing of the military base after the private leasing of the family housing on that base.
Navy Supply Corps School, Athens, Georgia
MLA has counseled the University of Georgia in connection with the redevelopment of the Navy Supply Corps School. We have advised the University in connection with negotiations with the LRA. From those negotiations, the LRA recommended that the entire site be used for educational purposes. MLA subsequently assisted UGA in preparing an application for an educational public benefit conveyance and interacted with the United States Department of Education in seeking and obtaining approval for a public benefit conveyance of the entire property at a 100% public benefit discount. The property will be used for the establishment of the University of Georgia Health Sciences Center and the implementation of the Medical College of Georgia/University of Georgia Medical Education Initiative.
