Experience
Jennifer M. Morrison focuses her practice on all aspects of contracting, including bid protests, teaming agreements, civil false claims, compliance, disputes, internal investigations and general counseling on subcontractor issues.
Ms. Morrison routinely counsels clients on issues relating to small business interests and specializes in small business size protests and appeals, recertification requirements, subcontracting plans and other issues relating to Small Business Administration (SBA), 8(a) and other set aside programs. She works with clients on all aspects of the solicitation, proposal, award, performance, and post performance processes. Ms. Morrison also works closely with MLA’s Corporate practice on various initiatives including legal due diligence, truth in negotiations, joint venture and other teaming arrangements.
Ms. Morrison drafts teaming, subcontract and joint venture agreements, advises clients on team structuring and SBA contracting programs. She also initiates and defends protests before the U.S. GAO and U.S. Court of Federal Claims.
Ms. Morrison graduated from the Catholic University of America, Columbus School of Law, where she was a member of the moot court. In 1999, she participated in an international business and trade summer law program with the Jagiellonian University in Cracow, Poland. She earned a B.A. in international politics from Towson University.
