Experience
Amy D. Deng is a government contracts associate in the firm’s Los Angeles office. Ms. Deng focuses her practice on a wide variety of government contracts areas, including contract claims and disputes, Federal Acquisition Regulation (FAR) cost recovery and accounting, False Claims Act (FCA), internal investigations, and federal, state and local government bid protests. She counsels clients on compliance and investigation issues and assists them in responding to Inspector General (IG) subpoenas. Ms. Deng also assists clients in resolving and preventing organizational conflict of interest (OCI) issues.
Ms. Deng is experienced in developing and managing internal investigations concerning allegations fraud, waste and abuse, Cost Accounting Standards (CAS) violations, and quality assurance improprieties. She has also represented clients in alternative dispute resolution concerning cost allowability and intellectual property issues where she appeared before the American Arbitration Association.
Ms. Deng counsels and assists clients on various state and local government contract issues, including proposal preparation, contract negotiation, public records inquiries, bid protest and claims litigation. She has represented clients in bid protest matters in the State of California and local agencies within the state.
Ms. Deng is part of the firm’s China Initiative Group and counsels Chinese companies on matters relating to the Committee on Foreign Investment in the United States (CFIUS) as well as various federal compliance issues. She has assisted clients with internal investigations involving Foreign Corrupt Practices Act (FCPA) issues in China. Ms. Deng also has experience in managing due diligence examinations in support of the merger and acquisition of government contractors involving U.S. and Chinese companies.
Prior to joining the firm, Ms. Deng practiced government contracts law at a Washington, DC based law firm. During her tenure with that firm she was also involved in construction litigation, complex litigation, and employment litigation.
Ms. Deng graduated from the University of California, Hastings College of the Law and was the Senior Notes Editor of the Hastings Law Journal. During law school, she served as a law clerk for the Civil Division of the United States Attorney’s Office, and the Civil Division of the California Attorney General’s Office. She also served as a judicial extern to Judge Maxine M. Chesney of the United States District Court in San Francisco, and Justice Earl Johnson Jr. of the California Court of Appeal in Los Angeles. Ms. Deng received her B.S., summa cum laude, from the University of Southern California.
