Experience
L. Craig Dowdy’s practice focuses on state and federal public utility law, energy, telecommunications and campaign and election law. His work includes strategic counseling and commercial and regulatory litigation for corporate clients. Mr. Dowdy has represented utilities, large end-use customers, long distance companies, competitive local exchange carriers, and resellers in matters before state regulatory agencies, the FERC, and the courts. He has represented clients in matters involving electric energy supply agreements; natural gas supply contracts; electric, natural gas, and telecommunications certificates, tariffs, and rulemakings; electric generation and natural gas capacity supply proceedings; electric and natural gas integrated resource planning; energy trading and asset management; manufactured gas plant clean-ups; pipeline replacement programs; deregulation and unbundling; power plant projects and acquisitions; mergers and acquisitions; and major rate case litigation.
In addition, Mr. Dowdy’s practice includes commercial litigation and public policy representation.

- Representation of Atlanta Gas Light Company in regulatory complex litigation matter related to a plan for interstate pipeline capacity assets and out of state natural gas storage assets to serve the Georgia market and cost recovery regarding same, and approval for new pipeline to access the Elba Island Offshore LNG facility.
- Representation of Atlanta Gas Light Company in a regulatory complex litigation matter related to the encroachment by a municipal natural gas system into the certificate area of Atlanta Gas Light Company.
- Representation of Public Service Telephone Company in regulatory complex litigation against wireless companies regarding breach of contract claims related to the interconnection agreement and involving network configuration and access charge issues.
