Experience

C. Stanley Dees joined the firm in 1963 and has served twice as Chair of the Government Contracts Department. His practice encompasses counseling, litigation, mediation and arbitration in the field of government contracts and related areas.

Mr. Dees has counseled, litigated, and lectured in many areas including contract formation and negotiation; issues in commercialization and privatization; rights in technical data; schedule contracts; ADP and telecommunications procurements; claims preparation under supply, construction, and shipbuilding contracts; debarment and suspension proceedings; procurement fraud investigations and qui tam cases; contractor self-governance and compliance programs; defective pricing; cost recovery; and equitable adjustments. He has authored numerous articles on these and other government contract issues.

For more than forty-five years, Mr. Dees has engaged in substantial litigation before the boards of contract appeals, federal district courts, the U.S. Court of Federal Claims, and the U.S. Court of Appeals for the Federal Circuit. He has pursued bid protest actions before the Government Accountability Office and the U.S. Court of Federal Claims. He also represents contractors and subcontractors in disputes between contractors, both in litigation and under alternative dispute resolution procedures. He represents contractors in classified matters. He serves on the panel of mediators of the Federal Circuit Court of Appeals.

At Princeton University, Mr. Dees received his degree with honors in the fields of European history and French literature. At the University of Virginia School of Law, he was a member of the board of editors of the Virginia Law Review and received the Order of the Coif. He served as president of the Legal Aid Society of the District of Columbia, 1978-80 and is an honorary faculty member of the U.S. Army JAG School and has been a lecturer at the University of Virginia Law School.

Chambers USA 2009 has recognized Mr. Dees as a leading government contracts lawyer in the nation.
