Experience

Robert Bohn joined McKenna Long & Aldridge in 2003 and is an associate in the firm’s Los Angeles office.  He concentrates his practice in government contracts.   

Mr. Bohn is experienced in nearly all aspects of government contract litigation in state and federal courts as well Boards of Contract Appeals and the Court of Federal Claims, including, multi-party discovery disputes, motions and pleadings practice, strategic trial planning, and alternative dispute resolution.  He has conducted numerous internal investigations into major weapon systems programs, focusing on allegations of fraud, waste and abuse, Cost Accounting Standard (CAS) Violations, and Quality Assurance Improprieties, and he has assisted clients with responding to and defending against Department of Justice subpoenas and investigations regarding alleged violations of the False Claims Act (FCA). 

Mr. Bohn has extensively counseled clients in preparing and defending Requests for Equitable Adjustments (REA) and Certified Claims under the Contract Disputes Act (CDA), and he has provided guidance on issues involving compliance programs, subcontractor management, the Freedom of Information Act (FOIA), State Public Records Acts, suspension and debarment matters, the Federal Acquisition Regulation (FAR) Mandatory Disclosure provisions, and technical data rights and Intellectual Property issues.  He is substantially skilled in areas pertaining to the implementation and administration of the National Industrial Security Program (NISP) and has provided counsel to contractors and individuals with regards to obtaining and maintaining personnel and facility industrial security clearances (PCLs and FCLs).  Mr. Bohn has recently worked with the Defense Security Service (DSS) on behalf of clients to explain and mitigate Foreign Ownership, Control, or Influence (FOCI) concerns under the National Industrial Security Program Operating Manual (NISPOM).

Mr. Bohn has defended and prepared claims involving differing site conditions, delay, acceleration, overzealous inspection, and critical path analysis, and he has substantial experience in the calculation and presentation of claim damages theories.  He also has experience in and is a frequent speaker on managing government contract due diligence examinations in support of Merger and Acquisition (M&A) activities and has worked several “hybrid” government contract/ corporate engagements.

Mr. Bohn received his Bachelor’s of Science degree in Business Administration and Entrepreneurship from Babson College, summa cum laude, in 1999 and graduated with honors from Pepperdine University School of Law in 2003.  Prior to attending law school, Mr. Bohn worked as a Domestic and International Logistical Analyst for Oshkosh Corporation in Oshkosh, Wisconsin where he gained skills in procurement, logistics, and materials planning.

Mr. Bohn was recognized as a 2009 "Rising Star" by Super Lawyers and was featured by The National Law Journal in a September 2009 article titled “Being a good associate is not enough.”
