Experience
John G. Horan concentrates his practice in government contracts, civil fraud, and white-collar criminal defense. In addition to his practice with the firm, Mr. Horan currently serves as General Counsel to the National Contract Management Association ("NCMA"). NCMA is a national, nonprofit, membership-based, professional society for both government and commercial contract managers and procurement professionals. As General Counsel, Mr. Horan represents NCMA as a member of the Cooperative Audit Resolution Work Group of the Partnership for Intergovernmental Management and Accountability within the Association of Government Accountants. The Work Group is developing a cooperative audit resolution and oversight initiative process for use by the government in managing American Recovery and Reinvestment Act funds. Mr. Horan contributes to a monthly column, Legal Forum, in Contract Management magazine, and currently serves as a member of the Editorial Board of the Public Contract Law Journal. He has also been quoted on government contracts issues in International Business Times, FederalTimes.com, and Government Executive.com, among other on-line and print publications.
Mr. Horan has counseled clients on all aspects of federal, state and local government procurement and grant law. He has represented contractors in the prosecution and defense of bid protest cases in federal and state forums and before the federal agencies. He has litigated claims against the government, prime contractors, and subcontractors before the Boards of Contract Appeals, the United States Court of Federal Claims and federal and state courts. He also has assisted clients in the preparation and negotiation of claims before federal and state agencies.
Mr. Horan also has extensive experience in corporate compliance programs, internal investigations, and representing clients in government investigations. He has drafted and reviewed corporate compliance programs for numerous government contractors and other businesses. He has conducted internal investigations of fraud, violations of government security requirements, employee kickback schemes, theft of corporate and government property, Foreign Corrupt Practices Act violations, and violations of import and export laws. He has represented contractors and employees before both federal and state grand juries and in criminal proceedings in federal and state courts. Mr. Horan has also represented clients in suspension and debarment proceedings brought by federal agencies. He has written and provided numerous training seminars on defense and health care contracting issues, fraud, and white collar crime issues.
Mr. Horan, a former Assistant U.S. Attorney for the District of Columbia, where he served in the Misdemeanor, Felony, Appellate and District Court sections, supervised criminal investigations by local and federal law enforcement authorities. He also represented the United States in numerous jury trials, hearings and appellate arguments in the District of Columbia and Federal courts.
