Experience

Bill Mooney regularly works on behalf of clients in Westchester and throughout New York State. As a member of the firm’s Public Policy and Regulatory Affairs Group, he has significant experience working for and with various government agencies, local governments and in the private sector.

Mr. Mooney advises clients on a wide variety of public-private partnerships including real estate development, government contracting, the siting of energy facilities, environmental review and permitting, interstate ferry and waterway routes, and economic development initiatives.

Mr. Mooney also advises clients in many aspects of a number of urban renewal redevelopment initiatives, including waterfront redevelopment efforts involving commercial, residential and retail facilities. These projects have included the development of a minor league baseball stadium, the creation of waterfront residential complexes and the completion of environmental remediation to create parks and public spaces in urban areas. Mr. Mooney represents clients before state and local government agencies on planning, zoning and environmental matters, and provides strategic advice and counsel on master planning with government entities.

Having previously served as Corporation Counsel to the City of Yonkers, New York, which borders New York City and is the fourth largest city in the state, Mr. Mooney acted as General Counsel to the Mayor, the City Council and all City Agencies and Boards. In this role he provided legal advice and counsel on such issues as community redevelopment; zoning and planning; environmental review and permitting; and governmental procurement.  He also managed all litigation and employment matters affecting the City and accordingly advises clients on litigation strategies.

Mr. Mooney serves as General Counsel to a number of the firm’s institutional clients, including the New York State Board of Commissioners of Pilots and the Steamfitters Pension and Welfare Fund. In this capacity he acts as General Counsel on day-to-day activities and assists with administrative matters.

He began his career as an Assistant District Attorney in Rockland County, New York and has tried cases involving narcotics, kidnapping and homicide.
