Experience

Alison L. Doyle joined MLA in 1984, prior to which she was a law clerk to the Honorable H. Emory Widener, Jr., U.S. Court of Appeals for the Fourth Circuit.

As a member of the firm's Government Contracts Department, Ms.Doyle counsels clients on issues relating to contract formation, performance and disputes. Although well-grounded in the traditional government contracts practice areas of the firm, her practice today focuses in particular on issues relating to acquisition of commercial goods and services, particularly information technology hardware and software. She has experience in Multiple Award Schedule (MAS) contracting with the General Services Administration and the Department of Veterans Affairs and other government-wide acquisition vehicles. She counsels commercial item vendors on such issues as contract interpretation, proposal issues, negotiations, audits and investigations in their government business. Her experience in technology contracting includes service contracting, hardware sale/acquisition, software licensing, nondisclosure agreements and partnering arrangements of all types. She also has worked extensively on procurements under OMB Circular A-76 and related appeals and protests.

In addition, Ms. Doyle has substantial experience with bid protests at the Government Accountability Office, the Federal Aviation Administration and in court. Her more recent protest experience has included two protests of flawed OMB Circular A-76 procurements, protests of VA and CDC pharmaceuticals procurements, a GSA multiple award schedule order protest and a protest of an FAA emergency transportation services contract award. She also counsels extensively on some of the more unique rules that apply to United States government procurements, especially those laws and regulations governing procurement ethics such as personal and organizational conflicts of interest.

Ms. Doyle is co-author of the ACC InfoPAK “Government Schedule Contracting” (2006), and a former contributor to the Procurement Law Advisor, writing on MAS contracting in "Show Me the Procurement Vehicle! -- The Pitfalls and Opportunities of Those "Incidental Items" On Schedule Orders" (December 2000) and "GAO refines its Approach to Commercial Item Procurements" (August 2000).

Ms. Doyle co-chairs the Ethics, Compliance and Professional Responsibility Committee of the American Bar Association Section of Public Contract Law and is an active member of the Section's Commercial Products and Services Committee. She is active on the procurement policy committees of trade associations TechAmerica and the Professional Services Council.
